  • What is Choice-Based Letting (CBL)?
     

    Choice Based Letting (CBL) is a way that you can express your interest in renting a suitable Fingal County Council dwelling

     
  • Am I eligible for CBL?
     

    To be eligible for CBL, you must have an active application on Fingal County Council’s Social Housing Waiting List. Applicants approved for a transfer are also eligible. Applicants approved for Mortgage to Rent and/or HAP only are not eligible for CBL.

     
  • What properties are available through CBL?
     
    • CBL will give you the chance to express an interest in a range of Council dwellings that are suitable for the size of your household, these include properties owned by Approved Housing Bodies or Long Term Leases.
    • Dwellings that are specially adapted or dwellings required for the elderly will not be advertised
     
  • Can I express interest in a dwelling outside of my chosen areas of preference?
     

    Yes, you can express interest on all available properties, irrespective of the original areas of choice on your application form.

     
  • How long do I have to express my interest in a dwelling?
     

    Each development will have a time frame of 1 week within which you can submit your interest. You can log in and express interest in a dwelling at any time during the week. Expressions of interest in these properties cannot be considered after the closing date. Fingal County Council does not accept responsibility for applicants that miss the deadline to express their interest in a property under Choice Based Letting

     
  • What will the CBL expression of interest look like?
     

    The list of available properties will contain the following information to help you make an informed decision:

    • The location of the dwelling
    • Type of dwelling e.g., 2 bed dwelling
    • Class of household that is eligible to apply e.g. single person household
    • Floor plans or photographs of the dwelling
    • Any relevant house rules e.g. pets policy
     
  • If I am interested in a CBL property, what do I do?
     
    • You must place an expression of interest on it online by completing the bidding process during the week thatthe property is advertised on the CBL system.  
    • Please note that only the successful applicant will be contacted as part of the pre-allocation process.
    • Contact made by FingalCounty Council with the applicant household which it is considering for allocation under CBL does not in itself constitute an official offer of housing, only that the applicant is under consideration for such anoffer. The offer will only proceed on satisfactory completion ofthe pre-allocation process by Fingal County Council. 
    • This procedure includes aninterview and a Garda Check and Estate Management clearance as well as theprovision of updates to your housing file to ensure you are still eligible forsocial housing support.
     
  • What happens if other people are interested in the same property as me?
     

    Where more than one applicant expresses an interest in a CBL dwelling, the following factors will be considered:

    • Your category of need under the Allocations scheme.
    • Your waiting time on Fingal County Council’s waiting list.

    • In addition, the applicant household will have to complete the vetting procedure of Fingal County Council or the relevant Approved Housing Body.

    • Applicants will be considered in accordance with their date in need as per the Fingal County Council policy for social housing support.

     
  • Can I apply for CBL if I have a pet?
     

    If you have a pet please consult the details of the particular property you are interested in as some apartments etc. have house rules that exclude pets.

     
  • What happens if I refuse an offer of accommodation under CBL?
     

    An applicant having refused an offer under CBL will not be eligible for CBL for a period of 12 months.

     
  • If I am allocated a property through this system, will I be taken off the housing list?
     

    Yes, as you will be adequately housed.

     
  • Can I express interest in more than one property?
     

    You can express interest on any suitable properties which are advertised on the CBL.  You may be offered any of the houses in which you expressed interest, so you shouldonly express interest in houses that you are genuinely interested in accepting.

     
  • If I submit a bid for a dwelling that was taken down from the website a few months ago, and is now back online, will my previous bid be taken into account?
     

    No.  You will have to express interest online again if you have an active social housing support application.  Please note: Fingal County Council reserves the right not to allocate a dwelling under Choice Based Letting to applicant households in a given week and reserves the right to re-advertise the bid dwelling again in another time period.
